Die Informationspolitik der Europäischen Union
Untersucht wird die Informations- und Bibliothekspolitik der Europäischen Union ab 1992, dem Jahr des EG-Vertrags. Kurz eingegangen wird auf zurückliegende Programme: Impact 1, die Gründung des Information Market Observatory sowie das Programm Impact 2. Mit dem "Weißbuch" der EG-Kommission (Ende 1993) beginnt eine neue Phase europäischer Informationspolitik, die den Aufbau der Informtionsgesellschaft zur zentralen Aufgabe europäischer Politik erklärt. In der Folge entstehen der Bericht der Bangemann-Arbeitsgruppe sowie die Thesen der Europäischen Kommission zur Informtionsgesellschaft, das Vierte Rahmenprogramm für Forschung und Technologische Entwicklung, die "Grünbücher" zur Liberalisierung der Telekommunikation, das Bibliotheks- und Informations-Engineering-Programm, das von der Europäischen Kommission veranstaltete Treffen der G7-Länder zur Informationsgesellschaft sowie das Programm Info2000. Welche Stellung hat der Bereich Archiv, Bibliothek, Information in der neuen europäischen Politik? Folgerungen wie die Sicht der ABI-Dienste als Universaldienste oder die Privatisierung von ABI-Einrichtungen werden diskutiert.

Information Policy of the European Union
We analyze the information and library policy of the European Union since 1992, the year of the EC treaty. We shortly describe predecessing programmes, the programme Impact 1, the foundation of the Information Market Observatory and the programme Impact 2. The "White Paper" of the Commission of the European Community (1993) starts a new phase of the Eurpean Information policy declaring the creation of information society as a central moment of European Commission concerning the information society, the Fourth Framework Programme of Research and Technological Development, the "Green Papers" on liberalization of telecommunication, the library programme, the information engineering programme, the meeting of the G7 countries discussing the information society, invited be the European Commission, and the programme Info2000. What is the position of the archives, libraries, and inofrmation centres in the new European politics? We discuss implications such as information services as universal services or the privatization of libraries.
